I always like to cite my sources. So when this happened
I feel the need to reference my heckle further.
So, the links are: here, where Baroness Hayman reports that "London Transport is planning to open the line in September 1998". A BBC news story from November 1999, reports "Jubilee Line finally opens". Westminster station was not to open until later, in December.

AND IT WAS RUSHED! WHY DO YOU THINK IT'S BEEN CLOSED SO MUCH RECENTLY?

And even within that budget, and even though I like the architecture on thle JLE, the stations were absurdly lavish. Money that would have been better spent on other new transport - they could have kicked off ELLX a decade early rather than goldplating the one new tube line we got in 20 years and making future new ones look totally unaffordable.
