I think you'll find that role has historically been carried out by a group of people in the Cabinet, including but not limited to

The Prime Minister
The Deputy Prime Minister
The Chancellor of the Exchequer
The Lord Chancellor
The Secretary of State for the Foreign and Commonwealth Office
The Secretary of State for the Home Department
